Derivative classifiers are required to have all the following except original classification authority. They must have access to classification guidance, understand derivative classification policies and procedures, and possess the necessary subject matter expertise, but they do not have the authority to originally classify information. That authority is reserved for original classifiers (Original Classification Authority or OCA). Derivative classifiers must also be trained, use authorized classification sources, respect OCA determinations, properly mark classified materials, and follow classification principles including avoiding over-classification and properly identifying themselves in documents they classify.
