Some MLAs become ministers through the following process:
- After state legislative assembly elections, the political party that wins more than half the seats becomes the ruling party. The MLAs of this ruling party then elect their leader, who becomes the Chief Minister of the state
- The Chief Minister, in consultation with the Governor, selects some MLAs from the ruling party to be ministers. These ministers are then formally appointed by the Governor
- The ministers are assigned specific portfolios or departments (such as health, education, law, etc.) to manage and are responsible for running those government departments
- Thus, some MLAs take on dual roles: they continue as elected representatives of their constituencies and also serve as ministers handling various state government functions
In summary, MLAs become ministers when the Chief Minister chooses them from among the ruling party MLAs and the Governor appoints them to the state council of ministers. This process ensures that the executive branch of the state government is formed from the elected legislative representatives of the majority party
