To fast travel in Oblivion (including Oblivion Remastered), follow these steps:
- Open your world map from the game menu (on PC, press "M"; on consoles, access the map through the menu)
- On the map, click on any icon representing a settlement, stable, or location you want to travel to. You can only fast travel to locations you have already discovered or visited in person, except for major cities which are available immediately

- Note that fast travel is not available during combat, when enemies are targeting you, or inside certain areas like caves, dungeons, and Oblivion Gates
- You can start fast traveling as soon as you leave the initial prison area at the beginning of the story
