The new nuclear membrane forms during Telophase of mitosis. During telophase, the chromosomal sets arrive at opposite poles and a new nuclear envelope re- forms around each group of chromosomes, restoring the nuclei in the daughter cells. This reassembly marks the completion of mitosis and the beginning of cytokinesis and the next cell cycle.
