The safe in the waiting room on the second floor of the police station in Resident Evil 2 Remake can be opened with the combination: Left 6, Right 2, Left 11. This safe contains a weapon upgrade—Leon receives a muzzle break for his Matilda handgun, and Claire receives a high-capacity magazine for her JMB Hp3 pistol. The code is found in the Confiscation Report file in the Observation Room on the first floor of the police station. To open the safe, stand in front of it, rotate the dial left to 6, right to 2, left to 11, then interact to unlock it.
