Two-thirds of the state legislatures, which is 34 out of 50 states, can ask Congress to call a convention to propose new amendments to the U.S. Constitution. This is one of the two methods authorized by Article V of the Constitution for proposing amendments, though it has never been used. After a convention proposes amendments, they must still be ratified by three-fourths of the states (38 out of 50) to become part of the Constitution.
