what if waiting list is not confirmed

If your ticket remains fully waitlisted after chart preparation, it will be automatically canceled and your money will be refunded into the account which was used at the time of booking. If at least one passengers status is confirmed or RAC, then all passengers on this ticket are allowed to board the train even if some of them are in waitlisted status. However, if the ticket is in waiting list status for all passengers on the ticket, one should not board the train. In case of a waitlisted e-ticket, the refund after deducting clerkage will be processed automatically in the same account through which the payment was made at the time of booking.
