In general, a midterm refers to the middle of a term of office or an academic term. In the United States, a midterm election is a general election that is held near the midpoint of a presidents four-year term of office, on Election Day on the Tuesday after the first Monday in November. During midterm elections, voters elect members of Congress, state governors, and state legislators, among other officials, but not the President. Midterm elections are especially important because they often determine how much power the President will have for the rest of their term, as they decide what political party will have the majority in the House and Senate.
