A sanction is a type of penalty or measure taken by states or institutions against states, groups, or individuals to force them to change their behavior or to deter them from certain actions. Sanctions can be intended to compel or deterrence. There are different types of sanctions, including economic sanctions, which are commercial and financial penalties applied by states or institutions against states, groups, or individuals. Economic sanctions can be comprehensive, prohibiting commercial activity with regard to an entire country, or they may be targeted, blocking transactions by and with particular businesses, groups, or individuals. The United Nations imposes sanctions on countries through UN Security Council resolutions. Sanctions can also be imposed on individuals, such as political leaders or economic individuals. Sanctions can be used to prevent escalation of or settle conflicts, counter terrorism and human-rights violations with sanctions regimes.
