A by-election is an election that is held to fill a vacant seat in a parliament or legislative body, which occurs when a member of parliament resigns, dies, or is disqualified under parliamentary law. By-elections are only open to voters who are enrolled in the constituency where the by-election is being held. The Governor-General issues a written notice directing the Chief Electoral Officer to conduct a by-election in the constituency within 21 days of the vacancy notice being published. Candidates can be nominated to contest the by-election, and to do so, they must be a citizen of the country, enrolled to vote, and nominated by two people enrolled in the constituency where the by-election is being held. By-elections can change the proportionality of parliament and the number of members of parliament a party has in parliament.
