The House has passed a bipartisan bill to avert a government shutdown just hours ahead of a midnight deadline, setting up a Senate vote over funding the federal government for another 45 days. The bill includes $16 billion in disaster relief, but it does not include Ukraine aid or border policy changes. The House also passed three bills that would pay troops during a shutdown, reauthorize the Federal Aviation Administration, and reauthorize the nations flood insurance program. The Senate is continuing to move forward with its own bipartisan plan to avert a shutdown: a six-week CR that includes roughly $6 billion in economic and military aid for Ukraine and another $6 billion for disaster aid at home. However, Senate Republicans would not allow the upper chamber’s bipartisan continuing resolution (CR) to advance, deferring to the House plan.
