Tier 1 instruction is the general instruction that all students receive from their classroom teacher. It is the first level of instruction in a multi-tiered system of supports (MTSS) and provides all students with high-quality, initial classroom instruction tied to a guaranteed and viable curriculum powered by research-backed strategies. The goal of Tier 1 instruction is to meet the learning needs of all students. It is standards-driven, focusing on students broad skills and generalizing to a learning target. Tier 1 instruction is systematic, differentiated, and explicit. It is the foundation of the MTSS framework and is essential for preventing and/or addressing academic/behavioral deficits that may require more intensive intervention. Schools can intensify Tier 1 instruction by aligning evidence-based academic and behavior supports and strategies, using screening data to understand which students may be at risk for poor learning outcomes, and developing and implementing a plan to improve areas of need.
