The Sangguniang Kabataan was created by Republic Act No. 10742, also known as the "Sangguniang Kabataan Reform Act of 2015". The act outlines the composition, election, powers, and privileges of the Sangguniang Kabataan, which is the youth council in the Philippines. It also provides for the financial independence of the Sangguniang Kabataan in its operations, disbursements, and encashment of funds. Additionally, Republic Act No. 11768, approved on May 6, 2022, further strengthened the Sangguniang Kabataan and institutionalized additional reforms to revitalize youth participation in local governance.
