This is the highest level of classification, and it is applied to information that is deemed to be of the utmost importance to national security. The damage caused by the unauthorized disclosure of Top Secret information is expected to be significantly greater than that caused by the unauthorized disclosure of information classified as "Secret" or "Confidential". The exact level of damage caused by the unauthorized disclosure of Top Secret information is difficult to determine accurately, but it is assumed to be about ten times as much as the damage caused by the unauthorized disclosure of Secret information, and about one hundred times as much as the damage caused by the unauthorized disclosure of Confidential information.
