what planet is neon on starfield

Neon is a major city located on the aquatic planet Volii Alpha in the Volii system. It is one of four major cities in the Starfield game, and is described as the spacefaring equivalent of Vegas, surrounded by a sea full of psychedelic fish. Neon is known for being the only place where Aurora is legal in the Starfield universe. While Neon has been shown in concept art and in-game footage, there is still much that is unknown about the city.
