The Fighters Guild in Oblivion has guild halls located in several major cities across Cyrodiil, but you can only join the guild at three specific locations:
- Chorrol (Guild Headquarters): Located at the northern end of the town near a circular roundabout with a large tree in the center. The Guild Master here is Modryn Oreyn or Vilena Donton, whom you can speak to in order to join
- Anvil : The Fighters Guild building is just past a large tree after entering the main gate. The Guild Master is Azzan, who can be found in the main training hall area or his chambers on the upper floors. You can talk to him to join the guild and start quests here
- Cheydinhal : Enter through the west gate, follow the main road until just before the covered bridge, then turn right to find the guild hall. Burz gro-Khash is the Guild Master here and will let you join the guild and offer contracts
Note that there are Fighters Guild buildings in other cities like Skingrad, but you cannot join there
