A small number of Democrats voted to keep the government open by supporting a Republican-backed funding proposal in late September 2025. The Democrats who voted for the GOP bill to keep the government funded until November 21 were Senator John Fetterman of Pennsylvania and Senator Catherine Cortez Masto of Nevada. Additionally, Senator Angus King, an independent who caucuses with Democrats, also voted in favor of the bill. However, the majority of Democrats opposed the measure, resulting in its failure and leading to a government shutdown at midnight on October 1, 2025.
