Oswell E. Spencer is a key character in the Resident Evil franchise, known as an aristocratic British billionaire, virologist, and eugenicist. He is one of the founders and the CEO of the Umbrella Corporation, the company responsible for the creation of bioweapons derived from the Progenitor Virus.
