Oswell E. Spencer is a key character in the Resident Evil franchise, known as an aristocratic British billionaire, virologist, and eugenicist. He is one of the founders and the CEO of the Umbrella Corporation, the company responsible for the creation of bioweapons derived from the Progenitor Virus. Spencer is the mastermind behind many of the series' catastrophic events, including the creation of the Spencer Mansion, which served as a secret bioweapon laboratory disguised as a mansion in the Arklay Mountains
. Spencer's ambitions included creating a new race of advanced humans over which he would rule as a god, using the Progenitor Virus to spur natural selection.
