The ownership of Highway 407 (407 ETR) is currently divided among several major stakeholders. As of mid-2025, the key owners are:
- Ferrovial, a global infrastructure company through its subsidiary Cintra Global S.E., owns 48.29% of 407 International Inc., the sole shareholder of 407 ETR.
- Canada Pension Plan Investment Board (CPP Investments) and other institutional investors collectively own about 44.20%.
- Public Sector Pension Investment Board (PSP Investments) owns around 7.51%.
Previously, AtkinsRéalis Group Inc., a Quebec-based firm, held a small stake but sold its remaining shares in early 2025, increasing CPP and Ferrovial stakes accordingly.
