The Emancipation Proclamation was written and issued by President Abraham Lincoln. He signed the final proclamation on January 1, 1863, using his powers as Commander-in-Chief during the Civil War to declare that all slaves in the Confederate states in rebellion against the Union were free. Lincoln drafted the proclamation himself, presenting and revising it with his cabinet before issuance. This document was a significant legal and military measure in the effort to end slavery and preserve the Union.
