The bank in Borderlands 4 is called the Bank of Kairos and the first one you encounter is located in the region called The Howl. Specifically, it is in The Launchpad faction town within The Howl. The Bank building has radar dishes on top and is tied to the main campaign, so you will come across it naturally as you progress through the primary quest "Down and Outbound."
