According to the US Constitution, the Speaker of the House must be chosen by the House of Representatives and must be a member of the House. The House Qualifications Clause requires that a Representative must be at least 25 years old and have been a citizen of the United States for at least seven years. The Speaker is elected at the beginning of a new Congress by a majority of the Representatives-elect from candidates separately chosen by the majority- and minority-party caucuses. The Speaker is the presiding officer of the House and is charged with numerous duties and responsibilities by law and by the House rules. The Speaker is also the political and parliamentary leader of the House and is simultaneously its presiding officer, de facto leader of the bodys majority party, and the institutions administrative head.
