A government shutdown means that the federal government stops all non- essential functions because Congress has not approved funding to keep the government operating. Essential services related to safety and security continue, but many government workers are furloughed (placed on temporary leave without pay), and numerous services like national parks, museums, or certain administrative functions are closed or suspended. This occurs when Congress fails to pass the appropriations bills or continuing resolutions needed to fund government operations. During the shutdown, agencies can't spend money without a legal appropriation, causing widespread disruption until a funding agreement is reached and signed into law.
