It is the county jurisdiction to which a person mentally intends their permanent residency to be and that can be factually supported. The county of residence is important in determining eligibility for services and benefits, and it can also be used to determine the jurisdiction of residence for legal purposes. It is not to be confused with the country of residence, which refers to the country in which a person is currently living and using a residential mailing address, and implies their intention to live in that country for the foreseeable future.
