The safe height threshold at which you must have a safe way to access a scaffold is 2 feet. According to OSHA regulations, a safe means of access is required for any scaffold more than 2 feet above or below a point of access to ensure worker safety.
For construction work, however, scaffolding is generally required for tasks performed more than 4 feet above a lower level, with an increased requirement at heights over 6 feet for certain construction activities. But specifically for safe access to scaffolds, the minimum height is 2 feet.
